I have been employed by Fujitsu Services as Audit Manager for Post Office Account for 7 years. I have
working knowledge of the computer system known as Horizon, which is a computerised accounting system
used by Post Office Ltd and I am authorised by Fujitsu Services to obtain information regarding
transactions processed on the Horizon system.
I have been asked to provide an explanation as to how time is handled by the Horizon system, especially
during British Summer Time and specifically the 22" April 2003.
The environment used in Horizon to manage time is a Global Positioning System (Network Time Server)
product from True Time Inc NTS-100 that provides an accurate clock tick from a combination of satellites.
This runs on two dedicated Time Servers, one at each Horizon Data Centre, and these communicate the
Universal Clock Time value to other servers and equipment on the Horizon estate through a Network Time
Protocol.
Therefore, all times within the Horizon computer system are consistently recorded in Universal Clock Time,
that is time without civil time displacements, and then translated into Local Time where the time is visible at
the Counter or on till receipts. This means that when Greenwich Mean Time applies the Local Time is
aligned to Universal Clock Time whereas during British Summer Time the Local Time will be Universal
Clock Time plus 1 (one) hour.

With regard to transactions carried out at 110 Holderness Road (Brazil Street), Hull (FAD Code 194321) on
224 April 2003 I can confirm the following based on scrutiny of the Horizon transaction data available to
me:
At 16:00:36 UCT (17:00:36 Local Time) £157.76 P&A Group 14 Invalidity Benefit was paid against a
Benefit Book Foil for NI number YZ958606A by Counter Clerk LCROO1 at Counter position 3. This was
paid in cash.
At 16:01:39 UCT (17:01:39 Local Time) a £5 Yorkshire Electricity Token (Magcard) was bought and paid
for in cash at the same Counter position.
Given that 22" April falls in British Summer Time any till receipts that would have been provided at the time
of the transactions would have displayed the Local Time value.
