Sorry about the delay, I have only returned to the office today.
In general I understand the process and more importantly the requirement for an audit trail of all papers throughout
this process.
My interpretation of your proposed system is that I become involved at point 5 in relation to the legal input, the file is
then returned to your office for confirmation/approval of recommendations and onward transmission to the decision
maker within the POL and if a prosecution is the determination then the file will be returned to me for onward
transmission to the DPP/PPS.
I have no difficulty with this, other than the timing of my involvement. I feel it can be beneficial for the team in NI to
be in a position to meet at an early stage to seek clarification/guidance on the best method of initiating/continuing an
investigation. While the stage of my involvement above makes sense I would not want Suzanne to feel she cannot
speak to me at an early stage in any case if she requires advice.
Give me a call if there are any points you wish to clarify.

1. Investigations and security team prepare report outline evidence(evidence Package)and Recommendations
2 Report recommends criminal enforcement action
3 Yes? referred to POL criminal lawyer. Enters details of file as Northern Ireland case.
4 Referral to External lawyers (CK) for input on impact of 2™ sight internal report on Horizon systems and issues in
light of fresh Knowledge.
5.Referral to Pol Criminal lawyer N.I Agent (mtb) for legal input for any further evidence or investigation required and
/or written advice recommends ;
a )No further action Or
b) Case referred to N.I. public prosecution service
6. Referred to Pol criminal lawyer with written advice and recommendation
7. referred to Decision maker for approval on recommendation.
