I have been employed by Post Office Limited since December 1979 and am currently employed as a Fraud
Investigator. My duties include the investigation of crimes committed against Post Office Limited by its staff,

On Thursday 7°” August 2008 I attended an interview between Raymond GRANT and William John QUARM,
Subpostmaster Paible PO. The interview was conducted under caution and recorded on tape in the Paible
Post Office, Bayhead Shop, Paible, Lochmaddy, HS6 50S. There Mr QUARM was interviewed on tape and
under caution. Also present was William MACDONALD, Brother in Law and Jonathan BISSET Post Office
Ltd, Senior Security Analyst. The interview commenced at 10.50 hours and concluded at 13.14 hours. The
tapes were sealed with master tape seals numbers 071081, 071078 and 071082.
Mr QUARM gave no objection to Jonathan BISSET's presence on a training capacity.
During the interview Mr QUARM explained office procedures and staff responsibilities. Mr QUARM said the
producing of daily reports, cash declarations and Branch Trading statements was his responsibility.

Mr QUARM acknowledged that he was its author of a letter dated 28" July 2008 sent to Brian Trotter
Contracts Manager, and the content was discussed. Mr QUARM explained he had financial difficulties in
autumn 2007 with his private retail business and initiated the sale of some property. The sale was held up I
due to planning delays and in January 2008, he agreed in principle with the bank to borrow money against
the sales progressing. When further delays worsened his financial position, Mr QUARM said he used Post
Office money to support his private retail business. The money was used to pay for the groceries from his
main supplier, who was insisting on a weekly payment of around £4200.
During this discussion Mr QUARM appeared not to be understanding the questions put to him. He said
Mr QUARM was allowed time to do this and
because of the interview he ha
confirmed that he was in a fit state and wished to continue. It was explained to him if he felt unwell, then he I
should say so and the interview would be suspended. He reiterated he was fit to continue.
Questions were put to Mr QUARM regarding the £40277.76 shortage. He said he credited his Alliance and I
Leicester account with around £4200 every week but didn’t put the money in the till, He would then pay his
suppliers from the account by method of cheque.
Mr QUARM was shown Branch Trading Statements and a schedule of the Branch Trading Statements. Mr
QUARM confirmed he signed the statements. He explained they were not an accurate reflection of the cash
and stock at the time they were produced. Mr QUARM said he had inflated the cash on hand figure, to
match what the figure on the Horizon system. He said it was done to disguise the fact that he had taken
the money. Mr QUARM said no one else knew of his actions.
Mr QUARM said he did not receive permission to use Post Office money for his personal use. He stated it
was his intention to repay the money when he had sold his property. Mr QUARM said that he received the
loan from the bank. However he was not in a position to repay the money, as he decided to use it to pay
other creditors that had been pushing him for payments. Mr QUARM said one supplier in particular had
demanded payment prior to delivery. This was to supply fuel for his forecourt business. Once he had paid
the creditors there was insufficient funds to pay back the Post Office.
