* Apologies from SR and CC who were not in attendance. BW chaired in CC’s absence.
Update on Status and General Discussion
* On law firm engagement:
© MNH explained that POL expect Hudgells (and other firms) case backlog to be worked through after
ENE. AW confirmed that HSF continue to engage other law firms and contacted them with regard to the
removal of the clawback provision (website also updated). AW explained that 5 more claims had been
received — 2 from Aliant and 3 from Hudgells respectively. BW suggested that POL should inform Sir Wyn
with regard to the changes on the clawback provision.
© BW queried disclosure and whether there is anything we collectively can do to expediate. AW explained
that POL/HSF are proactively disclosing required remuneration data and are working to find a manageable
way to handle further disclosure requests as Hudgells has requested some disclosure in which it is difficult
to see the relevance in terms of quantum claim assessment.

* On SARs:
© RM queried the timetable for the 3° SAR. AW explained that it is taking longer than envisaged but was
hopeful of providing further detail in the coming weeks (subject to ENE progress). JG queried whether part
of the SAR could be provided so officials can start working through. AW agreed to provide an update with
regard to timing. JG queried HSF’s confidence in handling anticipated SAR pipeline. AW responded
stating that he was confident and explained that a team is in place in anticipation.
© On SAR preparation, EW explained her concern was with regard to avoiding offer iterations and having
sufficient information to make an informed decision on the negotiation mandate. AW explained that HSF
will consider whether it has the information that is reasonably expected at this stage from the claimant to
submit advice — HSF will flag lack of information accordingly.
o JG queried whether a timetable could be set for each SAR. AW explained the difficulties with this
approach and that HSF is encouraging claims to come forward and conscious of not putting timetable
pressure on claimants.
* On tracing: BW noted that good progress continues to be made and queried whether targets this month with
regard to latest letters has been hit. MNH took an action to revert.
* On compensation for families: BW requested an update noting focus of Sir Wyn. MNH to check with the team
and revert.
* On risks:
© BW queried whether “no change” was appropriate. MNH explained that the risk profile has not changed
but that mitigations (i.e. ENE) have.
© On new representation for Aria Grace’s old clients (now represent by P. Marshall), MNH noted that
these individuals are not included in this round of ENE but POL expect submissions at a later date. MNH
noted that one option could be to go back to Lord Dyson for a lighter hearing but that this is a fallback
option. AW agreed noting that he had an initial discussion with P. Marshall who was supportive of Lord ;
ACTION — AW to provide update on timing of SAR 3.
ACTION — MNH to confirm whether tracing letter targets for the period have been met.
ACTION — MNH to provide BEIS with an update with regard to progress on compensation for family members.
ENE Discussion
* On schedule 2:
© RM explained that the methodology seemed fine but that UKGI would send comments shortly, and
queried who was reviewing in POL and whether further detail could be provided on pecuniary losses? _..

Update on Status and General Discussion
* On delivery plan:
© RM congratulated POL and HSF on hitting the 70% target. This is a big achievement and RM was
grateful for the hard work and engagement with HMG. RM explained that it would be useful to talk through
the next set of targets, key risks / barriers etc. and where HMG could assist.
© CCon explained that the next target is 149 offers in July, but that due to Panel availability and case
complexity HSF have reforecast offers out in month to 73. CCon explained that a rebaseline of the plan
between July-Oct was taking place to move offers from July to Sept/Oct but that she anticipated that this
will not impact the 95% October target. SZ queried whether HMG can still have comfort in the fact that
POL are ahead of the public targets - CCon confirmed that this is still the case. RP reiterated that whilst
POL shared ministerial ambitions of 100% offer out by the end of the year, we also acknowledge that the
final 5% are likely to be particularly challenging to resolve.
oO In terms of availability, RM queried whether POL have Panel availability confirmed over summer. AW
explained that they do but that they are working on increasing availability. AW also noted that HSF Belfast
is being impacted. CCon confirmed that she will share the new plan in due course.
o JS challenged the previous assurances given by POL and HSF on Panel capacity and complexity. AW
explained that he was hopefully that this new capacity would see the delivery plan through.
* On the Dispute Resolution Procedure: RM queried whether POL now has everything in place noting recent
proposals. RP explained that the team had recently experienced some covid absences and will come back on
this point.
* On interim payments post offer:
© CCon explained that POL had received its first request. RM noted that this issue was raised in the
Inquiry, and that, on this topic, there are also questions with regard to how POL will engage with Sir Wyn
to ensure he has everything he needs to make an informed interim report (if he chooses to do so).
© CCon noted that a fuller discussion will take place at HRC on 22 July. CCon explained that POL are
reactive at the moment but are considering proactiveness, noting benefits with regard to handling and
swiftness in compensation but risks associated with timing and programme costs. BW noted that BEIS are
also considering the issue, but that post-offer interim payments seem sensible where appropriate.
© CCon explained that the first request could be treated as a test case. DS noted several linked questions
incl. as to when interest or tax is applied.
© CCon confirmed that POL has not declined any requests for interim payments pre-offer.
© RM explained this that it is important POL and BEIS consider the consistent treatment of all claims.
There was some discussion on how BEIS and POL planned to respond to the points raised by the Inquiry.
* On late applications: RM explained that this is a very live issue that needs to be resolved. CCon agreed and
explained that POL is considering how quickly it can reach a decision in advance of the next hearing. BW also
agreed this needed to be resolved soon.
* On legal fee support for DRP claims: EH confirmed a proposal was nearly ready and that this would be
submitted shortly.
« JS confirmed that POL could come back on the detailed questions separately.
ACTION — POL Post-Offer Team to confirm whether all approvals with regard to the DRP have now been
received.
