Dear Chris
lam the investigating officer in a criminal investigation against two nominals who are suspected to having
conspired to commit large scale money laundering, and possibly other fraud offences against the Post Office
Ltd.
As part of the investigation I have been liaising with Andrew Morley at the Post Office who as per the below
has suggested that we contact you with regard to obtaining a statement/evidence on some points which need to
be addressed regarding the Horizon system in place at the Post Office in question.
Are you able to assist by providing a written statement which deals with points 1 and 2 in my email below?
Should it assist I attach a copy of the letter which has recently been provided by the Post Office which details
the reasons why they believe point 2 can be evidenced/satisfied, namely that the Horizon system was reporting
correctly.
Jam on leave after tomorrow until late August and so if you are able to kindly provide a response by early
September then that would be much appreciated. I appreciate however that it may take some time to
prepare/gather the evidence required.
Should you wish to discuss then please do not hesitate to contact me, or Mr Morley who may also be able to
assist and provide further details should they be needed.

2 below that you obtain a statement from Chris Breen who is the Legal Manager — Litigation Europe for Fujitsu -
s you may be aware Fujitsu are the company that supply the Horizon software and are
therefore, best placed to address the points you raise. I will, in due course, supply the same from a Post Office Limited
perspective.

Further to the below, could I ask that you/your legal team provide the following:
mentar which will confirm/verify that more robust Horizon HNG-A was installed on the systems
at} GRO Post Office from 2021. I appreciate your letter confirms the same, but is there any
dociimentary evidence/records which show it was installed.
1) Documenta
2) As the letter suggests are you able to get the ball rolling to prepare and provide a formal signed statement / report
in an evidential format which shows why you believe the Horizon system in place a’
reporting correctly — the CPS will inevitably want the same.

Just a quick one to acknowledge receipt of the email and attachments and to thank you for taking the time to prepare
this.
Please bear with us whilst we take time to review it all, and conduct any further lines of enquiry that are necessary. Our
plan though is to then formally submit the file to CPS along with the documents so that they can provide a formal
charging decision.
As I am sure you will appreciate this may take some considerable time for them to make a decision, and I envisage they
will want us to conduct further enquiries before they will provide the decision. Nonetheless we will endeavour to
progress matters as quickly as we can, and I will keep you updated along the way.
