dane,

Bringing this together it seems that the consensus is that these referrals to CCRC have almost certainly been instigated
and possibly co-ordinated by JFSA, possibly on advice from Arbuthnot and/or Edwin Coe LLP. Given quite how many
cases in the Scheme Howe & Co/Aver have between them, it is hard to make any assumptions about adviser-bias.

But certainly most, though not all, of the protagonists have, at various times, been very visible for instance on the
programmes Nick Wallis has produced on Sparrow.

You thought it would be sensible to have a meeting about handling the CCRC — if that remains the case, would Amanda
perhaps find a suitable slot and cast list ?

Best wishes

Patrick

Sorry, I was wrong, I didn't recognise a couple of names and thought they might not be in the Scheme. As far as I can
see, some have not engaged with the WG much either and been low profile in terms of the Scheme.

M057 was a case the WG did not recommend mediation.
I would agree that at least one of the things these cases have in common is probably JFSA membership/involvement.

Best wishes

Hi

{ did a very initial and brief assessment re MPs and media this pm. They are mostly high profile re media
but not all. I wonder if there was a JFSA “trawl” for volunteers to put cases forward. There are a number
of cases where " communications issues" form part of complaints {I specifically looked for this given that
SS have said in draft P2 that in their view doubts about the recovery process after power cuts etc

mean they do not think Horizon can be said to record transactions accurately - a very obvious and
deliberate undermining of important statements we have made}. But this does not universally apply to
these cases.

I will do further analysis tomorrow but am fairly certain there are a couple of cases here that have not
had public profile.

With thanks to Georgia, please find some preliminary information below.

We would expect to see a concentration with Howe&Co and Aver. Although a couple of these are not
particularly prominent most are well known to us as leading members of JFSA and those who have been
spoken (or been spoken about) in public eg Hamilton, Wilson, Rudkin.

Along with the legal trawl it may be worth doing a media / Parliament check to see if there is a pattern
there {I’ve cc’ed Mel) but my money would be on JFSA providing the names and Arbuthnot the pressure
on the CCRC.

It appears that the CCRC has now received direct letters from applicants - see attached.
We should have a quick catch up on how we deal with this but my starter for 10 is:

e As per previous correspondence, we had proposed a meeting with CCRC and I suggest we try
and accelerate this. At that meeting we need to discuss these requests generically and how we
can assist the CCRC {including the best way of providing the requested materials). We should
consider offering them the various reports that we have referred to publicly (eg the End of Term
report, the 2 SS reports and our response document)

e we need to start to collate the information. Depending on the volume that this represents, we
may want to think about providing it electronically

e can we look at whether there are any common advisers/MPs etc across this group? It cant be a
coincidence that we have received all these together.

e Are there any common themes across this group that would be of particular interest to the
CCRC?

Many thanks,

Jane
