In my view this is a very positive document. I would add
1. I have overview of all investigation and prosecution matters summited /referred to and by CK . All CK
advices come to me ,which I disseminate promptly.
2. A point which BAQC seems not to mention: that of disclosure and POL’s duties in that respect if POL were
to abrogate their prosecution function. If the CPS were to take over POL prosecutions:
. POL would still be duty-bound to provide all of the Horizon disclosure material to the CPS both
generally and on a case-specific basis;
. Where a defendant blames Horizon, the CPS would always come back to POL for both expert
evidence and disclosure material;

. POL would still need a new expert able to provide the CPS with the necessary specialist knowledge of
Horizon so that the CPS, may prosecute efficiently and properly.
. So POL would still have to identify, record and retain all Horizon-relevant material as required .

I look forward to meeting you tomorrow at the meeting with Brian Altman QC which will take place at 16.00 hrs at his
chambers at 2 Bedford Row. I have sent a link of the location to Amanda for your benefit.
I also attach a draft copy of Brian's forward looking report dealing with a review of POL's prosecution role. Whilst this
is still marked "draft" it is in effect his final form report. I have been liaising with him today over a few issues which he
has now addressed.
Could I please ask you not to circulate this report internally at POL. After the meeting with Brian I will send the final
report to you.
