are any areas you'd be happy to cut back further. I have sought to address the exclusion for insurance matters in
paragraph 2.1 but let me know if I have misunderstood what you intended by that point.

Thanks for the two documents. Things have changed slightly here so it would be really helpful if you could reconfigure
as follows:

Letter

e Can this please be a letter to Chris Aujard
e Can it be shortened to just set out that it covers a high level scoping document for comment by the Chief
Executive.

High level scoping document

This needs to be substantially shorter than your current paper although it can draw on it.

It needs to set out the aim (as per the board minutes)

It needs to set out that you will develop options including their likely cost, complexity and viability

It needs to have regard to a set of key questions — largely your para 13 (although with more context), but also
an examination of the legal implications of any Parliamentary statement and whether Post Office wish to
confirm the “truth about the Horizon system” not just on a case by case basis but systemically.

e It should have a specific exclusion for insurance matters — (NB for your info we are obtaining advice on this
separately)
