BIS has provided a copy of the attached letter from Alan Bates to us in confidence. Please do not copy
further. BIS will liaise with us on the reply. I have said that the response should be as we have responded to
letters about the Scheme - that is that these are matters for the Working Group and should be raised with the
Chair.
Leaving aside the contents and assessment of what has happened in the Working Group, the main point to note
is on the last page which indicates that Alan is considering options including the courts and the media for
dealing with his concerns. Mark/Sophie, we can pick up on this separately.
