note and distribute to your teams.

1. Investigations and security team prepare report outline evidence(evidence Package)and Recommendations

2 Report recommends criminal enforcement action

3 Yes? referred to POL criminal lawyer. Enters details of file as Scottish case.

4 Referral to External lawyers (CK) for input on impact of 2™ sight internal report on Horizon systems and issues in
light of fresh Knowledge.

5.Referral to Pol Criminal lawyer Scottish Agent (bto) for legal put for any further evidence or investigation
required and /or written advice recommends ;

a )No further action Or

b) Case referred to PFO

6. Referred to Pol criminal lawyer with written advice and recommendation

7. referred to Decision maker for approval on recommendation.

8. referred to PFO or no further action.

I am happy with Jarnail's suggestion as long as Martin is happy to look at the case first with one eye on the need for
corroboration in Scotland and the necessity for an increased reliance on Horizon. Martin - I am happy to discuss
further but that is now set out in yesterday's paper. As we have discussed before, our disclosure obligation is a bit
more extensive because of corroboration and the other issues.
