Points To Make

1. You should ask the Minister what progress has been made on our proposal to appoint an
independent forensic accountant to look at Capture. We wrote to DBT suggesting this and
that they review RU investigation work to date and perform any other due diligence work
necessary. We believe DBT are about to agree to this and could make an announcement this
week.

2. Simon can provide an update on the funding agreement needed to support the delivery of a
£75k minimum payment in HSS. As was raised last time, Post Office cannot ‘go live’ with this
until we have both commitment from DBT and HMT as well as board approval. We believe the
total of the back book payments will be an additional c£130m.

Compensation Facts & Figures

Total paid out across the Schemes: £163.0m (+£1m wow)

* Original HSS Applications — 2,417 Offers (100%) were issued, worth ~£112m, by the end of
November 2023.

= Late HSS Applications — To date 1,601 late applications (+37 wow) have been received, of
which 775 have been assessed for eligibility and 678 are eligible. Of these, we have issued 285
offers, worth £15.5m.

= Post Offer — Of 2,702 offers (~£127.5m) issued, we have received 2,237 accepts (+6 wow), and
made 2,216 payments totalling ~£103.7m after tax. To date, 144 disputes have been resolved
to resolution, of which 69 at stage 1 (prior to a Good Faith Meeting). Currently in progress are 16
queries and 349 active disputes (a total WIP of 365, being 14% of responses to date).

* Criminal Case Review Commission — 700 POL convictions, of which 675 Potential Future
Appellants have been contacted. Of these, 200 appealed: of which 156 appeals had outcomes:
93 were overturned, and 63 were unsuccessful. Additionally, 10 non-POL convictions were
overturned.

= Overturned Convictions — To date, 103 claims (93 POL + 10) have been received. These are
being worked through, and to date we have paid out £42.1m, of which £22.2m has been the
£600k up-front offers.

= Suspension Remuneration Review: So far, of the 2,482 eligible Postmasters we have sent
disclosure letters to 2,347 (95%), received 1,628 applications, issued 905 Offers, received 572
Accepts, and made 522 payments. 796 cases have been closed.

= POL Process Review: We are still waiting for DBT/HMT to confirm the funding conditions carve
out for the PPR pilot. DBT raising more concerns about Value for Money and the level de minimis.
Mazars will undertake assurance under Internal Audit banner.

= Stamp Scheme: Offers issued on all 182 eligible claims. 167 payments made totalling £1m. We
have received 3 new claims which are currently being assessed for eligibility.
