This case was one of the cases where we were considering including the Officer's report in order to firm up our
conclusions (see AVDB email below).

Having read the Officer's report (attached) I don’t see that this adds any greater clarity to where the money has gone in
this case. It explains how Brown committed false accounting to hide the loss (by transferring money out of Lottery SU
but not accepting it into another SU before doing his end of period declaration) but it doesn’t reach a conclusion on
how the £80k was lost/stolen. Unless there is more evidence that I haven't seen, I'm not sure that we can do much
more than draw a logic inference that the losses must have occurred in branch (albeit that we don’t know whether this
was theft or error).

On this basis, I don’t think disclosing the officer's report adds anything.

The Officer's Report is not currently referenced in the report so this one is ok to go — subject to any thoughts you have
