Thank you for your letter to the Cabinet Secretary for Justice & Home Affairs dated 19 April 2024
requesting a meeting. I work in the Criminal Justice Division and have been asked to respond on behalf
of Ms. Constance.

As you will be aware, the Scottish Government introduced the Post Office (Horizon System) Offences
(Scotland) Bill in the Scottish Parliament on 14 May 2024. Under the proposed legislation, convictions
will be automatically quashed as soon as it comes into force, where the criteria set out in the Bill are
met.

We understand you have also requested a meeting with the Lord Advocate, Ms. Dorothy Bain KC. We
would like to offer the opportunity to meet both the Cabinet Secretary and the Lord Advocate jointly to
hear more about your concerns. If this is amenable, please respond to this letter and the Private Offices
will be in touch to identify a suitable date and time.
