Subject: [OFFICIAL-SENSITIVE] Policy Update - An Overview
CLASSIFICATION: OFFICIAL-SENSITIVE
Hi Sahar
Having met with some officials this week, I thought I’d drop you an email highlighting some of the key issues that are
popping up across the various areas. It’s a bit of a Whistle-stop tour.
Happy to discuss everything.
All the best,
Sophia

Key issues
1, Funding:
e Assessment by BEIS commercial will be going in parallel to SOS and MJ in the Wednesday box.
e SOS steer is that HMT need to be brought in to all funding conversations.
® Concerns from Richard is that delays in the funding decision will have knock-on effect in them being able
to negotiate contracts/ability to pass this funding application through the EU to ensure that it is in
keeping with State Aid Rules.
e¢ UKGl is also waiting on the funding decision before releasing the Government response to the call for
evidence on access criteria.
2. Executive Remuneration: This has so far been a Lord Prior lead. HMT has requested that application for
changes in executive remuneration are made before the end of Q1. Concern that delay in decisions over
funding could lead to delay in application being made to HMT on executive remunerations.
Other Policy Issues:
1. Horizon court case on going: Grievance between subpostmasters (represented by the Justice for
Subpostmasters Alliance) re the IT system. Concern that the court verdict could force a change in the
subpostmaster’s contract as issued by POL, however this is a POL operation issue.
