One for upward escalation I suggest.
During our meeting with BTO Solicitors on Wed this week, Laura Irvine BTO Solicitor brought the following,
and attached, to my attention.
This refers to an old prosecution, 2004. The case was against Elaine Doran who was either the Post Office
manager or clerk at Carloke, South Lanarkshire, Scottish Midland Co-operative and was taken to court charged
with fraud/embezzlement of £7,583. Dates of offence- 26 February 2004- 19 April 2004.
It appears that the accused denied any wrongdoing throughout and stated that the horizon system was to blame.
Laura informs that Elaine Doran has sadly passed away and her husband is making waves re the Horizon issue
at Ministerial level at the Scottish Parliament and we (POL) are being asked to conduct an independent review
into the case with 2nd Sight in mind.
It appears that this was a police case as Maureen does not have any record of the case; also attached e mail
states, ‘The case was submitted by the Police in 2004 and related to an allegation of fraud/embezzlement
against Mrs Doran committed at the Scottish Midland Co-operative, Fountain Bridge, Edinburgh between 26th
February 2004 and 19th April 2004’.

Good to meet you today.
As discussed I attach a copy of the Scottish protocol.
I have also attached the two emails about Elaine Doran’s case. Paul Miele and Paul Beaton are both fiscals
working for COPFS in the policy unit. They deal with all sorts of issues including complaints and often deal
directly with the Law Officers. You will see that the language they use is a bit inflammatory (i.e. the suggestion
that the Solicitor General can issue instructions to the Post Office) so it might be an idea to paraphrase this.
I would be grateful for your assistance with this matter and as you can see there is a perceived urgency within
COPFS about this matter.
